SII for Specifications Wiki

This article is straight forward and concise. Everything a specification needs is listed in it. A little touch that could be added (for reference for this class) would be what letterhead we are supposed to use. A link to a specific letterhead (i.e. a WSU MME letterhead) that we could use for this class would be nice.
