Publishing RSS
The simplest way to publish RSS is to use a blogging tool.
There are also tools for making RSS from other kinds of web pages.
The popular web editing software Dreamweaver has a "Dreamfeeder" extension that generates XML for RSS Feeds. It is not free, but seems to work rather well. For information to the RNSOFT site.
Integrating RSS into your web page
More and more Web 2.0 sites have tools to put RSS into your page. There are also tools to convert RSS to HTML if you have a more traditional web page. You include the tool on your web page and tell it the URL of the RSS.
