Chapter 10, Clarifying the Evaluation Request and Responsibilities in Fitzpatrick, Sanders, & Worthen (2004), Program Evaluation: Alternative Approaches and Practical Guidelines (3rd ed.)
This chapter provides a good foundation for framing an evaluation problem. It provides a set of questions (p. 175) to help determine (or just make explicit) the purposes and procedures behind the program evaluation. The chapter also addresses the different uses of evaluation and factors that may suggest an evaluation is inappropriate. The issue of internal vs. external evaluator is reviewed. The final part of the chapter focuses on how different evaluation approaches might frame an evaluation problem.
Internet sites
Framework for Program Evaluation http://www.cdc.gov/eval/framework.htm From the website: "The framework guides public health professionals in their use of program evaluation. It is a practical, nonprescriptive tool, designed to summarize and organize essential elements of program evaluation. The framework comprises steps in program evaluation practice and standards for effective program evaluation. Adhering to the steps and standards of this framework will allow an understanding of each program's context and will improve how program evaluations are conceived and conducted."
