Charge of the Task Force

WSU Libraries Planning Document: Fall, 2008: The group’s charge will be to survey the current practices in binding and preservation across the WSU Libraries in Pullman, identify concerns and issues, and make recommendations for changes in policy.

Task Force will be broken down into two sections

Binding Task Force:

  • Recommendations for members: BL, LZ, LW, VC, SF, LV, JC and DC (Chair)
  • Initiatives:
    • Updating claiming and binding information in Griffin on all current subscriptions
    • Making deselection or binding decisions on materials to which we no longer have a current subscription (loose issues in current journal section).

Preservation Task Force:

  • Recommendations for members: BL, EB, JJ(MASC) and 1 to 2 other people

Initiatives:

  • Draft procedures to consolidate mending operations into MASC and Owen;
  • Identify issues such as placement of equipment & supplies, workflow, and;
  • Identify method of inventorying all collections in need of binding or mending
  • Inventory collection (ex. CJ in HaT; the mono backlog in TS).

Meeting times, targets and process

  • Schedule meetings for every 3 weeks (Completed by Diane)
  • Meet in either Owen or Holland/Terrell
  • Target is complete phase 1 of the charge by the end of June, 2009
  • Minutes will be taken for the purpose of creating a policy; they will be shaped on the wiki. The format will not be traditional minutes where information is posted in a time sequence.

Phase 1: Group to consider preservation and binding policies.

Questions that need to be answered

  1. Clear procedures - if we are not going to bind, what should be done with loose issues?
  2. Do we bind incomplete - under what circumstances?
  3. What is the budget?
  4. What authority makes decisions about new preservation practices with costs and circulation policies?

Tour of Owen Library

The lower level of the Owen Library has work areas for the following activities:

  • Map mending
  • Mending: tipping pages, fix binding, stapler, two presses, special book covers
  • Local Binding and archival boxes: small binding machine, thermal binding, spiral binding (do not use much)
  • Marking station: Add oversize label, correct errors on labels, add pockets for DVDs, add tattle tape, and other local practices that are not part of the process at Holland where the materials are received.
  • Damaged book area for older materials: investigate worth of materials and then decide to withdraw or repair
  • Shrink wrap: area needs to be ventilated; shrink wrapping is used for loose issues that are not bound because they are available in electronic format; titles kept in print because print is the archival format if title is canceled. Materials stand up on the shelve and are easy to handle. Griffin is used to create paperwork that is bound with the issues. If the group is opened, the paperwork will help staff to know what needs to be returned before the issues are wrapped again.
  • Binding area: where materials are prepared to be shipped out to be bound by the off site bindery
  • Materials needing mending are identified by when passing through the circulation area. A MENDING SLIP is attached to the book with the problems identified. These areas are: Torn pages___; Torn margin; Loose page: Weak or loose hinge of cover; Loose signature; Torn cover; Loose cover; Worn spine; Contents need re-sewing; re-letter and/or re-mark; Lacquer or spray.

Tour of Reference Work Area - 4th floor

Activities completed in the RWA by CLA include minor mending, communicating with selectors about what should be done with materials and routing materials to the book mending/binding operation in Technical Services.
Workflow:

  • Access Services identifies a book that has been damaged or needs repair of label, etc. They check it out as "unavailable" in Griffin and put the books on shelves near the RWA mending area.
  • Staff examines each book and makes a decision to mend and return to circulation (fix a label, tip in a few pages, tape on the spine of the book)or investigate further.
  • Selectors are consulted about whether they want to discard, purchase a new copy, repair the copy, put materials in locked storage, in an archival box, etc.
  • For materials that need further work, bibliographic information is printed from Griffin and the books are sent to Technical Services monograph mending and binding area (KS). RWA staff try to send about 130 books every two weeks. Materials sent to Technical Services will be checked in and returned to the collection after repairs or binding are completed.

Tour of Holland Library - 4th floor monograph bindery area

Books that need more than minor mending are delivered to the 4th floor monograph binding area. Staff (KS) decides whether materials can be mended or if they need another treatment. Mending activities include tipping in pages, acquiring replacement pages and shipping to bindery, making archival boxes to store valuable materials, rebacking, etc. Monographs are sent to the same bindery as serials. As monograph checkouts from Access Services have remained fairly stable over the last 20 years, $8000/year has been allocated and spent for the mono binding budget. However, there currently is a backlog of approximately 2600 items going back to 2006. The older books have been weeded and the most salient titles have been bound, but many remain that are valuable items to be in the collection. About 75 books are shipped every two weeks. KS also sews high quality bindings on music scores. This is paid for by music funds and not library funds.

Tour of Holland Library - 4th floor journal bindery area

Background: Serial binding operations stopped for about a year after a staff member found another position. An inventory of the current journals was completed and Collection Managers (SEA and Hum/Soc) were asked to identify current subscriptions that needed to be bound. Information was added to the checkin record for current subscriptions but there was no decision on what to do with the titles that were no longer being received in print and had been building up in the Current Journal area.

Current situation March 2009: 100 serial volumes are sent to bindery every two weeks. JS has been going through the inventory and binding journals that were requested to be bound by the Collection Managers and binding titles that used to be bound but are no longer currently received. If materials will stand up on the shelves without binding, they are bar coded and moved to the stacks. She is going alphabetically and is in the "I" section.

Tour of Holland Library - MASC

JJ from MASC explained the mending and binding activities associated with the LSTA grant and other work in MASC. Materials restored in MASC are usually dated before the 1800's. There are about 25-30 steps to repair older materials. Repairs are reversible, use acid free paper and maintain the historical integrity. Major repairs are documented. Materials are taken apart, repaired with appropriate paper, restored with historically correct marble paper, rebound with goat skin leather dyed with vegetable dyes and appropriate end papers. Equipment is available for flattening pictures, pressing, humidifying, hood for materials with mold, and cleaning with eraser materials. JJ is willing to train staff in making archival boxes that need to be the correct size as to not damage the books. She suggested archival boxes were the best way to handle damages books that were not of high value or uniqueness that we want to keep in the collection.

Tour of Holland/Terrell Library - Compact Storage

The compact storage is located on the Ground Level. It consists of three sections: the Dewey Collection (monographs); locked storage (monographs and journals); and Compact Storage (monographs and journals). I need information on how full these are.

SCODE4 in Checkin record. To retrieve all current titles create a list that includes "between a and i" or "r" or "1". Titles to be claimed that were active purchases were reassigned to r (EBSCO-CLAIM) or 1 (NON-EBSCO CLM) when decisions by Collection Managers to claim were recorded.

Conclusions: Much of this data is not relevant to our charge. We can eliminate all SCODE2 (retention) where materials are not permanently retained. Also titles that come bound (Permanent added volume) are not needed. The remaining columns are relevant:

  1. Decision-Keep and bind [recent decision] (Field 6) - 1484 titles where collection managers have decided to bind titles. Only Owen and Holland/Terrell selectors were asked to make these decisions. Therefore all titles in other branch libraries will be in the Permanent Bound [Original Decision] category.
  2. Permanent Bound [Original Decision] (Field r) - 9873 titles where either no decision was made on whether to bind (not included on the list given to Owen and Holl/Terr Collection Managers) or a decision not to bind was made but materials are sitting on the shelve and TS does not know what to do with them.
  3. - means that either the information on retention is not know, or the title was not bound due to a decision made several years ago that all titles held in OCLC ECO would not be bound.
  4. Shrinkwrap, Thermobind and Velobind - 990 title where Owen/Animal Health have decided to bind using these methods.
  5. Withdraw when cumulative, microform or prebound received - 233 titles just need to be checked to make sure they are in the correct category.

The next step will be to review the four categories above but checking if there is a checkin card associated with the box status or "a" for arrived. This will be done by completing the original search and matching it with titles with a Checkin and Card, box status = a.

What journal titles are receiving in print at each library?

See Column A and B above. There are 3,883 journal titles for which there is a current print subscription (purchased, gift, government doc, exchange) with about 70% held in Holland and Terrell according to the serials decision database. According to the checkin record SCODE4 with an active or Claiming designation, there are 3,190 current print titles with 68% held by Holland and Terrell Libraries.

What titles are held without binding and have a limited retention?

See Column C above. There are 734 titles current titles with limited retention; 79% are held in Holland and Terrell.

What current titles are bound?

See Column D, F and G above. A total of 2,220 current titles are bound; 68% are from Holland and Terrell Libraries. Also, 74 current titles are shrink wrapped, velobound or thermobound; 73% of these titles are located in Owen Library.

What titles have unbound issues but no current subscription?

Column E above. There are 423 titles waiting for a binding/ deselection decision with 73% located in Holland Terrell.

What titles need a binding/retention decision?

See Column H above. About 440 titles with checkin cards (current or not) are blank and need to have a binding / deselection decision made. About 150 of those titles are current. In addition all current titles with a SCODE4 of permanent bound [original decision] (949 titles) need a binding decision (subset of Column D).

Summary

The serials decision database has about 600 more titles listed as current print subscriptions than the checkin records. Coding of the SCODE2 (Retention) and SCODE4 (Subscription status) have not been used at all branch campuses. At the June 2009 meeting, it was decided that collection managers, working with LW, will review missing subscription status. Also, collection managers will review retention status of titles with no code assigned or titles where a recent binding decision is necessary. Spreadsheets will be distributed with titles that need review and managers will have a month to work on them. Head of Collections will beginning studying the titles that have been canceled in print, but have unbound issues on the shelf. Using current information on electronic archival rights and quality of electronic archival, she will make recommendation on which titles can be deselected and which should be preserved in print. These recommendations will be reviewed by the task force at the next meeting.

  • How are decisions on binding of new titles added to the collection decided and recorded?
  • What titles are bound incomplete?
  • What is the current binding budget and how is it allocated?
  • How are materials holding up that are bound by YBP? Music scores?

Research/Discussion points:

  1. Why do we bind? What is the purpose of binding at WSU
    • How will not binding affect our ARL status? Volume counting.
  2. What do we not bind now?
    • What are the criteria for materials to be weeded after a limited period of time?
    • Can this be expanded to include other materials? If so what is the criteria?
  3. What do we bind?
    • Should we bind if the paper copy is the only print copy left in a consortium? Which one – Alliance or GWLA or both
    • How will ownership of microfilm or fiche affect binding policy?
    • What if the only format is print?
    • What are the criteria for unbound issues that are available electronically and the official archive is print?
  4. What criterion are used for RUSH binding (do we have this)? Or delayed binding?
  5. Which materials are bound locally and which are sent to a commercial binder?
  6. How is the current journal section managed at each library? Specifically, what journals should be included in the current journal section? What year(s) should be held in the current journal section?
    • What are the criteria for unbound issues that are available electronically and the official archive is electronic?
      • How do we handle incomplete content in the electronic format?
      • Missing supplements, missing advertising, missing Letters to the editor, etc.
      • Should the criteria for moving to online only be less conservative?

Criteria for acceptable electronic archive. Approved by CMWG March 2007

Does this need to be revised?

  • Online perpetual access should continue, with or without charge, regardless of the status of the current subscription. There is less risk of loss of perpetual access when the publisher stores titles on the Portico archive.
  • Archival access terms should be agreed to in a signed license.
  • Open Access title on a reliable platform (PubMed Central) at publication or within 12 months will be defined as have perpetual access without a signed license
  • ILL rights via secure electronic transmission as part of a signed license are required.
  • The electronic journal platform should be excellent, providing full text and PDF formats with high reliability.
  • Completeness is critical.
  • Use statistics are strongly preferred.
  • Some reasons to maintain print even if the journal is has an adequate electronic archive.
    • Quality of diagrams, etc

Phase 1 Outcomes

Guidelines for decisions on when to bind and when to discard issues of non-current print journals

The goal of this project is to remove the issues of non active print subscriptions from the current journal sections of all libraries. These guidelines with inform Technical Services whether to bind the issues or discard them.

Serials with check-in cards but no current print subscription. These guidelines can be used in the future if additional older issues of journals are identified with no SCODE2 (Retention) Instructions. For titles that are being canceled in print from 2010 forward, the SCODE2 should already be coded. If the title was being bound prior to cancellation, the last volume(s) should also be bound with one exception, AHL would like the incomplete volumes to be velobound.

Definitions:

  • Bind Incomplete: If there are 50% or more of a volume’s issues remaining, bind incomplete; if less, discard issues
  • Discard: process yet to be determined. Unbound issues will be listed on an Alliance-exchange list and then discarded (recycled, Surplus) if no one wants the issues. Issues can be removed from current journal shelves and stored in another location if desired while waiting for LAO to work out new rules for giving away materials to other libraries.
  • Collection Manager Review: Collection managers make exceptions to these guidelines for individual titles. Their directions will replace the ones based on the guidelines in the spreadsheets sent to Technical Services.

Guidelines:

  1. If SCODE2 is equal to “Permanent added volume”, shrinkwrap, thermobind, or velobind, close the holdings and checkin record. (182 titles)
  2. SF will make decision to bind or discard for all government documents (17 titles)
  3. Lani will review checkin records for titles “withdraw when prebound received”, “withdraw when micro received” or “withdraw when cumulative received” to see if they need to be closed. (16 titles)
  4. If the title SCODE2 is “decision-keep and bind [recent decision]”, bind the remaining issues incomplete if there is 50% or more of a volume’s issues. (112 titles)

Process

DC applied the guidelines to about 1000 titles with no current subscription, but had open holdings and checkin card. Collection Managers are reviewing the list for exceptions. This list will be given to TS to discard or bind these titles.
