Tagging, keys and keyvalues

The question of what tags to create is going to require a lot of thought. We especially invite readers to use their Flashlight Online accounts to log-in to this wiki and edit/add to this page.
Keys and key values that are clearly going to be useful, based on experience to date:
Key: "Activity" Values include various teaching and learning activities such as "collaboration," "reflection," "Faculty-student contact"...
Key: "Technology". Values include various technologies and facilities used for teaching and learning such as "eportfolio software," "email" ...
Areas where we don't yet have consensus:
How shall we tag item banks that are useful for creating student feedback forms for academic programs? Key: Student feedback Value: end-of-course (?)
When tagging something Flashlight (i.e., created or vetted by our program), should Flashlight be a key? or a key value? How would we decide?
Questions for WSU: 1. Are the keys case sensitive? Will someone searching for "Collaboration" be shown be surveys using "collaboration"? 2. When doing a search for a key of "collaboration," will the searcher be shown surveys that used "collaboration" as a key value? 3. Will Flashlight Online 2.0 automatically apply author's name and institution name as tags? 4. Is there some way The TLT Group can apply "Flashlight" as a tag to surveys we vet, while preventing "Flashlight" from being used as a tag by authors elsewhere?
